regeneration is the process of renewal, restoration, and growth that makes genomes, cells, organisms, and ecosystems resilient to natural fluctuations or events that cause disturbance or damage.
it is considered as reproduction due it has the ability to make a whole organism with the apart of the organism example star fish can form a new organism by one of the cutted piece of it .

no regeneration is a subset of reproduction .
the regeneration is a process when the small part of the remaining organism gets reproduce I.e. in the case of planaria. whereas the reproduction is a process in which the parent gives birth to their offspring or just make copy of themselves.
