(a) I stands for Jerome, the author.

Jerome didn't say anything as he himself had asked his friends to leave the whole matter (of packing) entirely to him. So now, he couldn't argue or back out.

(b) The speaker is parking for a trip.

The job took longer than expected as Jerome had to pack the bag for all three of them. George and Harris didn't help him at all. On top of it, he had to unpack and repack it over and over again for one reason or the other.
