yes There is no conjugation of the C=C to the COOH, so resonance does not play a role ... CH3CH2COOH is held stronger to the O atom than in the CH2=CH-CH2COOH .

● Explaination -
- In propanoic acid (CH3-CH2-COOH), H atom is held strongly in -COOH due to resonance. Therefore, donating proton is difficult which makes it less acidic.
- Due to presence of double bond in propenoic acid (CH2=CH-COOH), tendency of -COOH group to donate H atom is drastically increased. This makes it easier to deprotonate which increases acidity.
- Therefore, propenoic acid is more acidic than propanoic acid.
