CLCH2COOH is more acidic than CH3COOH coz firstly the acidity of any carboxylic acid depends on carboxyl ate ion, more stable through carboxyl and ion more is the acidity of the acid.. that implies that more is the amount of charge (-ve) on the carboxylate anion less is the stability, less is the acidity..so we can say that EWG destabilise the carboxylate anion as these(EDG) donate electrons while EWG increase the stability of carboxylate anion by withdrawal of electrons..

Since halogens function as EWG where as alkyl grps function as EDG grps so acidity of CLCH2COOH is more than CH3COOH..
