Root word-- 4 carbon atoms = But 
Primary suffix - All are hydrocarbon - an
Seondary Suffix - All are single bonds-- saturated -- e
Hence compound name  without branches--- Butane 

Primary Prefix  --- 2
Secondary Prefix --- chloro

primary Prefix  -3
Secondary prefix -- methyl

Hence the IUPAC naming is 2- chloro 3-Methyl  Butane.
