When a chain is having two or more functional groups ( hydroxy and ketone in this case) according to the preference list numbering are done. Higher preference group is named in the suffix and rest are used in prefix of nomenclature.

Ketone is preferred more than hydroxy hence ketone carbon should be given number 1 and we go along the longest straight chain.

Here benzene is taken as substituent group hence phenyl is used for that.
