We usually call only thise difficulties a 'challenge' which are significant and can be overcome. A challenge is a difficulty that carries within a opportunity for progress. Once we overcome challenge we go up to a higher level than before.

whenever we face a challenge or any difficulties we overcome the problem by a solution or in case of democracy a reform this takes the goverment to higher level or next level means they advance. they would never face any similar problems in future. this is how challenge is an opportunity for progress
