There were two persons selected to go on moon but only one was able to go and due to health problems the other one was stopped to go . the first one was Neil Armstrong who was the second​ one?

As you told in the question there were two people and only one was allowed because of proper health, there was no second person. The second person was not in a proper health and so wasn't allowed, therefore, that person didn't go!
