change in speed of light causes refraction of light , then why when light ray fall perpendicularly on glass does not cause refraction of light

for refraction to take place a light ray should pass obliquely ,that is why when a light ray is falling perpendicularly on a medium like glass it does not bend ,so as a result their is no refraction taking place .
