Hey mate the sentence is already in passive voice as it clearly depicts the person on which the work is done as subject whereas the doer is made invisible.
So in active voice we can add doer on our own as the teachers which is the subject here
The teachers fined the students.

But here the students are supposed to pay the fine...it's in active voice...I need it in passive
But the verb is fined and students are the one who are fined, by whom we don't know.
Inactive the form of the verb shows that the person denoted by the subject does something whereas in passive sentence the form of the verb shows that something is done to the person denoted by the subject and here doer is invisible.
