The green chilly turning red is nothing but ripening of the vegetable. The chilli starts its life as a green or a white chili and ripens to becomes red. You can see this progression both on a plucked chili or a chili on the plant. Sun drying this turns it red. It is more like ripening and then drying of the vegetable, hence the color.

Due to repening they loss their chllorophyl and hence looses green color
