Yes, the state of matter of a substance can be changed by altering the pressure of the surroundings. Pressure is inversely proportional to the change of state of matter. The greater the pressure, the more the substance is likely to be a solid and vice versa.

Ex: Fire extinguishers consist of liquid Carbon dioxide. Actually, Carbon dioxide cannot exist as a liquid even if you lower the temperature at normal pressure. Therefore, the carbon dioxide in cylinder is compressed at high pressure and at low temperature to change the state of it.
