- Rules for change in the voice are -
- When the subject performs an action a sentence is in the active voice.
- When the subject receives an action a sentence is considered to be in the passive voice.

Explanation:
(i) It was a modal active verb case. Modal verbs are words such as can, could, may, might, would, should, etc. When we convert a modal active into passive, we use ‘be’ + Past Participle. The rest of the rules are the same.
Things to remember:
* An interrogative active will remain interrogative in passive.
(ii) The verb in the sentence was in Present Perfect active voice form (have you finished). When we convert the active voice of Present Perfect into passive, we use passive form equivalent to the active form. The passive form in Present Perfect is has/have been+V3. The object is made the subject and vice versa; and 'by' is added.
Present perfect active = has/have + V3
Present perfect passive = has/have + been + V3
