Explanation:

“Do not insult the poor”(active) can be written as-

“You do not insult the poor”(active). [because “you” is implied here, on the first sentence]

Now, there you can find a subject(you) and an object (the poor) in this sentence.

And you can see that the sentence is in the imperative form.

So, it can be converted into passive by two different process-

1.Maintaining the formula for an imperative sentence, i.e-

“You are requested/ asked/ advised not to insult the poor.” (passive)

2. Usual process/ not maintaining the formula for an imperative sentence, i.e-

“The poor should not be insulted (by you).” (passive)

Here the both passive sentences are expressing the idea of giving the advice or something similar to this.
