Every sentence in active voice need not and cannot be converted into passive voice. Only sentences with transitive verbs can be converted into passive voice and that too only when the situation warrants. Here decide is the transitive verb, but what is decided is more important. “Leave” is an intransitive verb as cannot be converted into passive voice. If conversion into passive voice is a must, the verb “decide” must be changed into passive voice and the result is” it was decided that we should leave”. A very ugly sentence indeed. So it is really wise not to change the sentence into passive voice.
