No, changing the name of a city or street does not improve its quality. Good effort led by people in improving them is valuable and sufficient. So if someone believes that changing the name improves the quality so it is fully wrong. Keeping them clean, taking a good care of them is excellent. We should plant trees, flowers etc along the street or road side. If we keep a watch at the maintaince of pipes, drains and roads regularly then at the right time we can maintain them and the facilities will also improve. Main thing is that it shows that our work makes anything good or helps in improving it and not by changing its name. That's all what is main otherwise the others are not necessary.
