The speaker is naïve in this topic as he is not able to understand the complications that a woman has to face. He thinks that all women are not mentally mature enough to face the reality of the surrounding. A woman does know what she wants to do and is intelligent enough to introspect about herself but she is not able to express herself due to social norms which the speaker thinks are not a major problem in todays world. Maybe the speaker only have met some women who don't stand for themselves which cannot be true for a general population , it is only one case and even that doesn't mean they don't think for themselves.
