He won’t do what you tell him.
So, come, let’s build strong homes,
Let’s joint the doors firmly.
Practise to firm the body.
Make the heart steadfast.

he wont do what is told him?

the poet wants to say that if the fire is small then wind can blow it but if fire is huge the wind makes it more huge. if the house is built firmly with doors join firmly then wind could not affect it.he has to say that if we are strongly determined the problems cannot stop you but make you more determined.

It means that the wind god doesn't do what you tell him ..

The poet advices to build strong homes, join the door firmly and to make our body steadfast as the wind attacks on weak characters only..
