William Robinson is the captain of the ship Hopewell. He is a Cornish man, who treats Gulliver as his own brother. Gulliver had been his surgeon on another ship once before. He is one of the most trusted allies of Gulliver in the story, and he comes to him to ask him to accompany in another voyage to the East Indies in two months, where he can join as surgeon. His trust in Gulliver shows in the sentence, when he shows faith in him and asks him to surgeon the ship, where his advise would be worthy of him, and he can act as the co captain of him, meaning his command shall also be in force.
His sense of trust in Gulliver is positive and he acknowledges the spirit of Gulliver to be beneficial for his adventour.
It is he who rekindles the adventure in Gulliver once again, as he knows and recognizes his thirst of exploring the world by himself. Therefore, although he doesn't play a very major role in the part, yet he is the key factor to drag Gulliver in to the adventure of the Flying Island, and thus becomes the key in way the story again begins.
