The emperor of Lilliput is a prudent, understanding and generous person. Though Gulliver is an intruder he treats him well and provides for his food and drinks without compromising the safety of his people and his kingdom. He acknowledges Gulliver's generous behavior and good conduct and grants him liberty. He arranges for teaching Gulliver their language to communicate better. He allows deviations so as to entertain Gulliver and permitted his entry in the metropolis and the palace. When Gulliver seized a fleet of ships from Blefuscu the emperor was pleased and rewarded him the rank 'Nardac'. However, his attitude changes drastically when Gulliver refuses to fulfill his wish to destroy Blefuscu. He accused him of treason and sends a charge sheet against him. He even asks the emperor of Blefuscu to send Gulliver with his hands and feet tied. His behavior is not like a statesman.
