Mr. Heelas was Dr. Kemp's close neighbor. He was one of the strong minority who did not believe the Invisible Man's story and found it an idiocy, even if it was believed by his family. He kept on wandering around the garden as if nothing had happened when everybody was asked to be on high alert. This showed his casual behavior towards the rumors and his belief.
In addition, he seems to be a coward who doesn't open his door in trouble to help his neighbour, Dr. Kemp who was in distress. When he woken up and saw that in his neighbour’s house, that is in Dr. Kemp’s house the invisible man was chasing Dr. Kemp. Although Dr. Kemp comes to Mr. Heelas’ house for help he refused to allow him inside his house enter him. Perhaps Mr. Heelas had tried to save his family from the invisible man, however this was not a brave act and does not make him liked by the readers.
The Burdock Police Chief was Colonel Adye. We first felt like he was the brave man who ran to apprehend the Invisible Man who is hiding in Dr. Kemp's bedroom. He was a highly ethical, honest and opposed the idea to disseminate powdered glass on the roads to catch the invisible man
He considered it to be the most unsporting of all actions. But only at the insistence of Dr. Kemp, he agreed to support this plan. Yet his courage and selflessness was the highest quality as especially when he attempted to pull the gun out of the hands of the Invisible Man and got fired on the bargain.
