The behaviouralists hold the opinion that human behaviour, despite its differences, shows some remarkable uniformities in political behaviour, which can be generalised and formulated in a systematic theory. Though the political behaviour is determined by so many factors and is not always uniform, yet it has been observed that human beings behave in certain respects in a more or less similar manner on different occasions.
