Bureaucracy is a union of organization that is distinguished from it's extend and complexity.

Max Weber, Educated in Law, History, Philosophy and Economics became one of the founders of the modern science and sociology - which is the study of societies and its institutions.

Power in bureaucracies is vested in position not person, and the authorities travel through the hierarchy based on the agreed upon functions.

Bureaucracies depend on the written rules and communication.  Effective bureaucracy depend on rules based on rational examination of the  problems and developments of the most effective method of accomplishing objectives.

There is division of labor where by the organizational tasks are assigned in bureaucracies according to the specialized skills of the employees and the most efficient method of accomplishing goals.

Advancement between or within the levels of bureaucracy are based on the achievement and competency rather than influence or favor hence by doing this meeting the organizational and production goals benefit not just bureaucracy but the society at large.

Regular evaluation of written rules and procedures, Employees effectiveness and job function are all parts of the characteristics of efficient bureaucracy.

Bureaucracy depend on job description and merit based advancement which is an improvement over feudal hereditary or charismatic absolution.  Involving the society in decision making, evaluation and goal setitng at each level help the society to become committed
