The Operation had envisaged minimum requirements for primary schools: at least two teachers, two 30 sq mt rooms, one 9 ft deep verandah, toilets, and aids like chalk and blackboards. The project was to be completed in three phases: 20 per cent of schools in 1987-88,30 percent in 1988-89, and the rest in the next year.
