It is established under a special statue which defines its objects, Powers and functions.The statue also defines the relationship of the corporation with the government.

A statutory corporation has its own staff. Their appointment, remuneration and service conditions are decided by the corporation itself. Its employees are not government servants and civil service rules are not applicable ro them.
