Charges can neither be created nor be destroyed . This statement is explained by LAW OF CONSERVATION OF CHARGES.

●LAW OF CONSERVATION OF CHARGES states that the NET charge remains CONSTANT within any system. ●In a process, they may transfer with a change .That is, within the particles. But the system will be having it's total charge same.

●For example , A DIPOLE can be made out of a dielectric, but the net charge is always zero as it was in the beginning.

●Hence, charge can neither be created nor destroyed.
