But if it means that there are 2 parts of sand and 1 part of cement than its correct, and if your question says that there are 2 parts of cement and 1 part of sand than its incorrect.

because on an average a concrete mixture requires 2X sand than cement i.e., you need to mix 2 times more sand than cement.
