If 7x +3 is a factor of the given polynomial then it must be giving zero if we put -7/3 as the value of x.

3(-7/3)³ + 7(-7/3)
-343/9 - 49/3
=-343-147/9
-490/9
This is not coming zero, therefore it's not a factor of the given polynomial.
