x⁴ + - + 1

= (-2/3) + (-2/3)³ - (-2/3)² + 1

= 16/81 + (-8/27) - 4/9 + 1

= 16/81 - 8/27 - 4/9 + 1

= (16-24-36+81)/81

= 37/81 which is not equal to 0

So, 1st polynomial is not a factor of 2nd polynomial.
