by factorisation,

3 {x}^{2}  - 9x - 2x + 18 = 0

3x(x - 9) - 2(x - 9) = 0

(x - 9)(3x - 2) = 0

x = 9 \: and \\ x = 2 \div 3

hence, the correct option is2/3
