d = - 3

\sf a_{n} = a + (n-1)d

 \sf \: 228 = 4 + (n - 1)( - 3) \\ \\ \sf (n - 1)( - 3) = 224 \\ \\ \sf \: n - 1 = 74.67 \\ \\ \sf \: n = 75.67

Because the value of n is not a whole number, 228 is not a term of the AP given.
