by comparing above eq with ax+by+c=0

a1= 2, b1 = -3, c1=-8

a2 = 4, b2 = -6 , c2 = -9

a1/a2 = 2/4

b1/b2 = -3/-6

c1/c2= -8/-9

as b1/b2 is not equal to c1/c2

as there is no solution

system is inconsistant
