When  alkaline pyrogallic acid comes in contact with the cobalt or to its materials then they absorb oxygen from the atmosphere as a form of oxidation. Due to this the cobalt substance gets wrapped by a brownish powdery substance, know as cobalt oxides.

Rather than cobalt oxide it can also be seen in ferric or iron oxides. And during this time only water is enough to show oxidation.
