Children whose mental age is very much lower than the chronological age are said to be retarded children. A child who is not capable of reacting to conditions appropriate to its age is said to be a mentally retarded child.

Certain conditions that can identify the kid at early stages are late rolling, crawling or walking from infancy. A normal child is said to have an IQ rate of about 70, children that have IQ rate lesser than 70 are categorized in different stages of mental retardation.
