In China elections are held regularly after five years to elect country's parliament, that is, National People's Congress, which has the power to appoint the president of the country.
China cannot be called a democracy because:
1. only those who are members of the Chinese Communist Party or eight smaller parties are allied to it were allowed to contest elections held in 2002-03.
2. before contesting elections, the candidate needs approval of Chinese Communist Party.
3. the government is always formed by the communist party.

Answer:
China is not a democratic country in the true spirit of the word. Elections are no doubt held in China after every 5 years for elected members of parliament but no candidate can stand in elections if he has not taken the approval of the Communist Party. There is only one party rule in China which is not indication of a true democracy. Multi-party system is the true spirit of democracy which is not there in China. So China cannot be said to a true democracy.
