Because it isn’t one and does not pretend to be. China is ruled entirely by the CCP (Chinese Communist Party) whose main goals are self-perpetuation and internal stability. The CCP does not believe that Western style democracy is even a good idea.

China is a communist country where elections are held after every five years but still cannot be called democratic country because the winning party is using unfair means to win the election. It uses dirty tricks to win the election. By doing this it is exploiting the features of a democratic government . Also only one party is winning the election which is also against the features of democratic party
