China is actually quite democratic, just not in the traditional Western style point of view. Let me tell you a story.
⭐⭐Approximately 2200 years ago, China was forcefully unified by Qin Shihuang. We will start here since this is also when the name Chin(a) came about. Qin was a military strong man and he soon lost the will of the people. Opposition parties sprang up from everywhere. However, after primaries ended, the nation coalesced behind two main candidates, Liu Bang of the party Han and Xiang Yu of the party Chu. Ultimately, Liu Bang won the hearts of the people and became the new leader of the country.
⭐⭐Roughly 400 years later, the Han party lost the will of the people. Again, opposition parties sprang up from everywhere. This time, the nation coalesced behind three main candidates, Liu Bei of Han, Cao Cao of Wei, and Sun Quan of Wu. None of the candidates could win the hearts of the people outright this time so the nation went into a prolonged run-off. Eventually, a faction within the party of Wei, under the leadership of Sima Yan, came to prominence and won over the people. The new party that came to lead the country was named Jin.
⭐⭐The party of Jin soon lost the will of the people due to poor management and the country went through a series of parties with no true grasp of the country leadership. Eventually, a few hundred years later, a new leader emerged and established the party of Tang. Tang would end up winning the hearts of the people and became the next political power house.
⭐⭐As you can see, the process basically repeated itself, a party would win over the hearts of the people and win control over the country. When the party lost the will of the people, the country would go through an “election” and decide who the next leader should be. This is how the country transitioned from Tang to Song, from Song to Yuan, from Yuan to Ming, from Ming to Qing, from Qing to KMT, and finally, from KMT to CCP.
⭐⭐The difference? The West calls these entities “dynasties” (except the last two) and calls the voting process “revolutions”. Instead of voting with ballots, Chinese voted with their blood. The electoral cycle is not 4 or 5 years, but can be decades or centuries, or as soon as tomorrow. Because this long history of Chinese populace voting with their hearts, the CCP is acutely aware of the risk of losing the will of people. In Chinese, this is what is called “Mandate of Heaven”. It is not a decree from God. It is the right to rule granted by the people. What is democracy but a system of government chosen by the people?

In Western view it’s A BIG NO but in Chinese view Yes,they are. Chinese explain this as a Chinese Democracy
I would point out basic features of Government you decide yourself that it is or it isn't Democratic :-
There is only one party which participates in Elections ( Communist Party of China)
No other party is allowed to be formed or participated in election
Elections take place after every five years
There is no guarantee of Human Rights
No one is allowed to criticize the Government
