China's famine was a result of government policies. At that time Mao was the leader. He made the agricultural laws such that people were not allowed to own them. But the main reason for the famine was the Great leap forward campaign  which supported industrialization and collectivization. Mao in order to make the country more developed introduced the great leap forward. The other reason was that the food distribution was taken over by the government.The rationing existed only in the urban areas. So the farmers were not getting sufficient grains. Besides the government policies, natural calamities also was a cause for this famine.
