In case of chloro benzene, if it loses chlorine it will give C6H5 ion which is very unstable so it will not tend to lose Cl hence it is not reactive :) In case of chloral benzene,chlorine is directly at tached to the hybridised carbon of the ring. Chlorine is deactivating and directing.
