Cyclohexyl Chloride is more reactive towards nucleophilic substitution. Chloro Benzene is a lot more stable due to aromatic character and via nucleophilic substitution benzene won't have a tendency to break its aromatic character. Also in nucleophilic substitution when chlorine is removed, in the intermediate state a vinyl carbocation will form which is very unstable
Cyclo hexyl cholride does not have aromatic character, so it is possible for it to go under nucleophilic substitution around it easily.
