In chlorobenzene the chlorine atom is directly attached to the ring,which is an sp2 carbon atom of the ring.This makes it more reactive.
Plus the chlorobenzene acquires double bond character due to resonance.
The chlorine atom in benzylchloride is allylic ,here the alkyl group is directly attached to the benzene ring.
So as we know the order of Sn2 mechanism is 1>2>3 ,benzyl chloride will.be less reactive because it is bulkier than chlorobenzene.
Hence the answer is chlorobenzene.
