Since Chlorobenzene has a chlorine atom directly attached to it, it shows resonance and the C-Cl bond gains partially double bond character.

So the Chlorine atom does not want to get out easily and it does not participate in Nucleophilic Substitution Reaction.

And, as we know that the reaction with KOH is a SN2 reaction. So it will not occur.
