First I will say about the structure of Chloro Xylenol. If you see, It is a trisubstituted phenol. So, it is better if you use FeCl3, which gives a violet colouration. But if you use NaOH, There are chances that some other reaction would occur and it cant be confirmed as Chloro Xylenol.
