F has electronic configuration (2,6) so it needs to gain 2 electrons to become stable. When it will gain 2 electrons it will become F²- (2,6) ion.

Cl has electronic configuration (2,8,7) so it needs to gain 1 electron to become stable. When it will gain 1 electron it will become Cl- (2,8,8) ion.
