a) Low.

    A logic pulser is a device for checking electronic circuits .  It generates brief electronic voltage pulses on digital gates.  The TTL gates have an impedance of about 12 Ohms...  The digital logic pulser has an impedance of 2 Ohms or so.  So most of the voltage given by the pulse appears on the logic gate in the circuit.
 
   Logic pulser is like a battery.  If it has high resistance, then output current will be very low.  So the pulses will be of low potential.
