1 cm represent 5m

30m will be represented by =  \frac{30}{5}  = 6cm


Draw two perpendicular and intersecting lines to represent the compass directions and mark them as N (North), E (East), S (South) and W (West)


Put your protractor along the East line and measure 30 degrees downwards, draw a line 6cm in length.


This is the vector corresponding to a displacement of 30m 30 degrees south of East
