M. Hamel was the French teacher in the school where Franz studied. He was sad because France had lost the war and due to that Germans had conquered France. They passed an order which said France will not be taught anymore and German will be taught thenceforth in the school.
The narrator of the story, Franz is a young school boy in the French region of Alsace-Lorraine in the nineteenth century. Franz is a dawdler when it comes to schoolwork, preferring to spend time in the woods or by the local river over going to class.
