It depends how wide they are. In one of the Paddington Bear books, he is asked on a quiz show, if he had a stick four feet long and it was cut in half, how long the stick would be. He answers “four feet”. When challenged and told the answer is two feet he replies that he cut his stick the other way, i.e. along its length.
In your question there is an implicit assumption that the pieces of ribbon are the same width as the original, but you don’t actually say so, therefore if the cut bits are narrower, you can have any number you like within reason.
I’m not willfully trying to be a smartass here, just illustrating that if you don't specify your question correctly, you can get a perfectly correct, but useless
