In Aryavarta there were nine rulers who were uprooted and their kingdoms were made a part of Samudragiipta's empire. In Dakshinaputha, there were twelve rulers. They surrendered to Samudragupta after being defeated and he then allowed them to rule again. Samudragupta adopted different policies because Dakshinapatha was far away from his capital; Since the means of transport were primitive, it was difficult to keep them under control.

Example: Fa-hein was the first chinese pilgrim who started his journey to India in 399 A.D, he reached India in 400 A.D, he visited India during the reign of Chandragupta || Vikramaditya whereas Hieun-Tsang visited India in the reign of Harshavardhan. I-Tsing visited India in connection with Buddhism.
