Now the given equation to you is x^2+y^2+4x+6y=0,

so we know the formula that if two points are a diameter then

(x-x1)(x-x2)+(y-y1)(y-y2)=0

Here you must see that y=0 from above case , you will get the expression and solve for x from where you will get the radius
